Nope, different competitions/leagues/countries will have varying points systems (the part that carries from country to country is any ban, the points don't so a player 1 point off a ban in say France can come to England and will start on zero points but if he had that extra point in France and was due to start a ban and came to England he would be banned for example).
Hard to be entirely realistic simply because even with an extra comp SS2 clubs will play less games than clubs play in real life in most countries so the bookings/suspensions has to be proportional to the number of games rather than copying completely.
