Any shot that would be on target (on target is any shot that would go INSIDE the frame of the goal, not hitting the woodwork) is considered on target, be it saved by the keeper, blocked by an opponent or hitting one's own players.
So in your example, immediately charged down is counted as on target as long as the ball would have gone between the frame of the goal.
As to averages of saves, shots on target etc it would vary depending on the quality of the teams involved. My advice would just be to look on the bbc, sporting life or similar at breakdowns of games to get an idea of the average number of saves, shots on and off target etc, anything any of us claim will be anecdotal based on the teams we watch, be it live or on tv.
